


Addressing Tillamook's Housing Crisis with Affordable Units
The Willet Apartments is a 46-unit development located in the heart of Tillamook, Oregon. The mix of one- and two-bedroom units, affordable to renters earning at or below 30% and 60% of the area median income (AMI), was designed to help alleviate the local housing crisis. Eight units received project-based rent assistance provided by the Northwest Oregon Housing Authority, while five units were dedicated to residents experiencing mental health and/or addiction issues through a partnership with the Tillamook Family Counseling Center.
Developed in partnership with Home First Development, The Willet Apartments was built to green building standards comparable to Earth Advantage Gold. Residents benefited from services provided by CARE Inc., a culturally responsive organization. The community room facilitated resident service delivery and promoted community building. Centrally located in downtown Tillamook, the project site offered convenient access to grocery stores, public transportation, restaurants, retail shops, and parks.
The project was financed with Local Innovation Fast Track (LIFT) funds, 4% Low-Income Housing Tax Credits (LIHTC), a Columbia Pacific Care Oregon Grant, construction and permanent debt, OHCS Multifamily Energy Program funds (OR-MEP), and Project-Based Vouchers.
