Rivergreen Landing Apartments (Phase 1 and 2) is an 84-unit development in the Willamette Landing neighborhood of South Corvallis. The community offers a mix of one-, two-, and three-bedroom family homes for renters earning at or below 60% of the Area Median Income (AMI), including 12 homes at 30% AMI.
Senate Bill 8 (SB 8) - In late 2021, Oregon’s SB 8 allowed affordable housing outright on commercially zoned properties. Rivergreen Landing is Oregon’s first SB 8 project. The site had been commercially zoned and vacant for 20 years, even though it sits within an established residential area and diagonally across from Riverbend Park, which includes a playground, an open field, and tennis and basketball courts. SB 8 opened a clear path to convert this well-located parcel into housing close to services and recreation.
Design, Amenities, and Sustainability - The development includes expansive outdoor areas and a 2,000 sq. ft. community room. Home features include air conditioning, in-unit washers and dryers, balconies or patios, and on-site storage. The buildings achieved green building standards comparable to Earth Advantage Gold. This project responds to Benton County and Corvallis’s urgent need for affordable housing.
Community Partnerships - Rivergreen Landing benefited from strong community support and input from partners and stakeholders, including the City of Corvallis, Corvallis for Refugees, Casa Latinos Unidos, NAACP, Corvallis School District, League of Women Voters, Boys & Girls Club, and Linn Benton Housing Authority. These collaborations informed the design, supported tenant referrals, and provided culturally specific resident services from trusted local organizations.
Financing - Phase 1 was financed with Low-Income Housing Tax Credits (LIHTC), City of Corvallis CET funds, and construction and permanent debt. Phase 2 was financed with LIFT funds, City of Corvallis CET funds, and construction and permanent debt.
