Gussie Belle Commons Phase I will be a 120-unit affordable housing community located in Salem’s Northeast neighborhood. Developed for families and individuals earning 30-60% of the area median income (AMI), the project will take a significant step forward in addressing Oregon’s critical need for quality, accessible housing.
Named in honor of Gussie Belle Brown, a cherished Salem leader known for her compassion and dedication to serving others, this development will represent a collaborative effort between Green Light Development, Home First Development, and Seed of Faith Ministries. Adjacent to the site, Seed of Faith’s Community Recovery and Wellness Living (CRAWL) program will provide residents with access to housing support, a shelter, a food bank, financial literacy programs, and more—creating pathways for growth and recovery.
The $45 million project will be made possible through a combination of public and private funding. It will receive $17.9 million in Local Innovation Fast Track (LIFT) funds from Oregon Housing and Community Services (OHCS), $17.8 million in low-income housing tax credit (LIHTC) equity from investment partners CREA and Aetna, and additional support from the City of Salem and Salem Housing Authority. Construction and permanent debt financing will be provided by KeyBank.
