Blossom Gardens Apartments is a 90-unit affordable housing community in Salem’s Northgate neighborhood, designed to provide stability and opportunity for families and individuals. The development offers a mix of 1-, 2-, and 3-bedroom apartments, with 81 units reserved for households earning up to 60% AMI and nine units for those earning up to 30% AMI of Marion County.

The community features nine garden-style buildings and a 1,800 sf community center with offices, meeting rooms, and a recreation space. Outdoor amenities include a playground, dog park, and multi-sport court, creating spaces for residents to gather, play, and connect. Each apartment is equipped with modern conveniences such as in-unit washers and dryers, quartz countertops, stainless steel appliances, and energy-efficient lighting.

Blossom Gardens was acquired in partnership with Salem for Refugees and Home First Development. Salem for Refugees provides on-site resident services including case management, employment assistance, health navigation, and cultural orientation, helping refugee families overcome barriers such as language and rental history.

The project was financed with OHCS Local Innovation Fast Track (LIFT) funds.
